Kate Ogden

Kate Ogden is a Senior Research Economist at the Institute for Fiscal Studies (IFS), where she works on higher education, including policy work on the student finance system in England (and increasingly Scotland) and academic work estimating the lifetime earnings returns to higher education.
Her other research interests include the distribution of spending on public services across places, and across people, and particularly English local government finance. Previously, she worked for 3 years as an economist at the Cabinet Office, including as part of the No. 10 Implementation Unit, where she focused on further education and skills.
