The higher education system in Ukraine is currently undergoing radical changes. On the one hand, it is searching for its place within the European educational space, on the other – it is struggling with the destructive consequences of the ongoing Russia’s military aggression. Significant efforts are being made at all levels – national, institutional, and individual.
The strategic task of the educational policy of Ukraine, despite the aggression, remains ensuring access of education received in Ukraine to the market of international educational services, deepening international cooperation, participation in international projects. In my talk I will briefly talk about Ukrainian historic higher education backgrounds, current higher education development, adaptations to the latest European higher education reforms and integration into European educational space.
I will discuss the main successes achieved by Ukraine within the framework of structural reform (Bologna), with a special emphasis on its main purposes, namely restructuring of HE and internationalization of HE and mobility, as well as the reforms in educational management and governance. The second factor, important in the reform process, is the political context of Ukraine and new Law of Ukraine “On Higher Education”, enacted in 2014, which enables better responses to international opportunities.
I will also cover the issues of deepening of international scientific and educational cooperation at all levels, internationalization as one of the key components of the national strategy for improving the space of higher education in Ukraine, of Ukrainian university activities, and their resilience to challenges and crisis phenomena. The new opportunities provided for the development of higher education in Ukraine through current international scientific projects, international educational projects, and cooperation with international organizations will be discussed as well. I will also share my experiences in practical implementation of the results of the internationalization of higher education.
