Webinar 3: UN recognition conventions, HAQAA and inter-regional support for African higher education

This webinar assesses the impact of multilateral and UN conventions in higher education governance. The speakers will reflect on the history and purpose of the different regional UN qualification recognition conventions (including the Bologna convention), the backdrop to the 2022 UNESCO global convention and the different meanings and policy contexts of recognition. The speakers will then introduce the HAQAA initiative, a decade-long partnership between the EU and the African Union that began with a vision to develop a harmonized quality assurance system. Subsequent funding for the partnership (HAQAA2 and HAQAA3) have sought to go beyond developing quality frameworks to promoting higher education policy convergence across the continent, as well as credit transfer schemes, data collection and quality capacity building.

Howard Davies is a senior adviser to European University Association [EUA], with particular responsibility for monitoring legislation on professional qualifications and international trade agreements. He has been a member of many Bologna process and European Commission working groups, participating in EU projects on academic recognition, supporting higher education reform in countries neighbouring the EHEA.
Elizabeth Colucci is Director of Global Projects at OBREAL and an Adviser for Higher Education Policy and Internationalisation. Her specialties include EU policy making and regional integration, EU project management and funding instruments, European tertiary education and research policy, international education, education for development cooperation, ICT and digitalisation in education, higher education and research for sustainable development.
